State Authorization for Distance Education

The United States Department of Education requires all institutions of higher education to be certified in any state in which they have students. St. Louis Community College has been accepted by The Missouri Department of Higher Education into State Authorization Reciprocity Agreement (SARA). This provides St. Louis Community College authorization to accept students from SARA member states. Additional approvals may be required for activities such as clinical work. Programs requiring licensure are not currently covered by the SARA process.

STLCC is not authorized to offer online programs in non-SARA states, please visit www.nc-sara.org for current SARA member states.

Online learning students from out-of-state should attempt to resolve any issues or complaints with St. Louis Community College first. If an issue cannot be resolved internally, you may refer to your appropriate state agency.

Complaint Resolution Process

If you are a student in an online course or program and you have concerns and/or complaints, please contact the Manager, Online Student Services first.

We want students to have the best educational experience possible at St. Louis Community College. Any student who has a complaint about an online course or program should bring the concern directly to the instructor. If instructors and students cannot resolve the concern after discussing the matter themselves, the student should contact the department chair/program director and academic dean as well as STLCC Online - Manager, Online Student Services; call 314-539-5037 or email SFoster@stlcc.edu to receive assistance.

St. Louis Community College desires to resolve student grievances, complaints and concerns internally in a timely, fair and efficient manner. Students and instructors can resolve certain types of situations according to STLCC’s Academic Appeals Procedure and Withdrawal and Refund Information processes. If an issue cannot be resolved internally and you are residing in a SARA state, pursuant to the SARA Complaint Process, please contact the Missouri SARA State Portal Agency.

If you are a student in a program at a St. Louis Community College campus, you may also file a grievance with STLCC accrediting agency, the Missouri Department of Higher Education.

If you live outside of Missouri, you may file a complaint in the state in which you reside.
