Procedures for Requesting Funds from External Funding Sources

(This information is located in section B5.3 of the St. Louis Community College Administrative Procedures Manual)

The Office of Development has the responsibility for district wide coordination and submission of all proposals to external funding sources following College officer approval of potential private sources (i.e., individuals and foundations).

Proposal initiator Discuss idea for proposed project with appropriate campus chair/director and/or Dean and director of Development.
Appropriate campus chair/director and/or dean and director of Development Meets to identify funding strategy.
Proposal initiator

Prepares a concept paper (1-2 pages). The concept paper should include:

  • statement of need
  • plan of operation
  • goals and objectives
  • major budget categories and amounts
  • evaluation

Forward concept paper to campus president, appropriate department chair/director and/or dean, campus grant liaison and director of Development.

Attempt to identify funding sources.

Appropriate department chair/director and/or dean, campus grant liaison and director of Development

Review concept paper.

Development office Conducts funding search (if necessary) to identify potential funding source. Contact funding agency to obtain guidelines and/or application forms and assist appropriate faculty and/or staff in the use of guidelines.
Development office and campus grant liaison Provide consultation in the development of a "full proposal" and technical assistance in its final preparation.
Proposal initiator, campus grant liaison and Development office Complete final proposal and budget and return to appropriate department chair/director and/or dean and director of Development for final review.
Appropriate department chair/director and/or dean, campus grant liaison and director of Development  Review final proposal and budget and make any necessary final changes.
Proposal initiator and campus grant liaison Initiate final review and forward the completed Proposal Endorsement and Approval form to the director of Development.
Development office Conduct final review of proposal and package in accordance to funding agency guidelines.
Director of Development Forward proposal to vice chancellor for education with recommendation regarding submission of proposal to the chancellor for signature.
Development office Submit final proposal to funding agency.

When an award is made to the College as a result of a successful proposal, the Office of Development will conduct a project orientation meeting for the project director and other appropriate individuals involved in the management of the project and will continue to provide assistance throughout the duration of the grant.
